UAE VAT Input Tax Recovery: What Changes in 2026

On 1 October 2026, Cabinet Decision No.149 of 2026 takes effect and rewrites how UAE VAT input tax recovery Article 55 of the UAE VAT Executive Regulations. If your business carries any exempt income alongside taxable supplies, this is not a filing footnote - it is the most signfificant change to VAT recovery mechanics since VAT arrived in the UAE.

How Input Tax Recovery Changes on 1 October 2027

Here is the mechanism - input tax apportionment moves from an inputs-based calculation to an output-based one:

Recoverable input tax % = (Taxable supplies ÷ Total supplies) × 100, rounded to the nearest whole number. Capital asset disposals and reverse charge transactions are excluded.

This is a simple formula, but not a simple a change.

Why the Percentage isn't the Number That Matters

For real estate groups, financial institutions, and any diversified business with meaningful exempt revenue, the number that matters is not your annual recovery rate - rather it is the timing. For example, say your business has recovered 60% of input VAT every year for the past five years. Under the new formula, you might still land at 60% by December, but if less of that recovery falls in Q1 and Q2 than it used to, you are carrying those VAT costs for longer before you can recover them. Same annual number. Worse cash flow along the way, and that is not a rounding error.

Two More Moves Buried in the Same Decision

  • The Capital Asset Scheme threshold rises to AED 5 million, which should cut how often adjustments get triggered.
  • Cash payments above a Ministerial threshold, not yet set, will make input tax irrecoverable outright.

When This Becomes Mandatory

Mandatory compliance starts the first tax year beginning after 1 October 2027. That gap is your window to model this against your own 2025 - 2026 numbers before it is live, not after.

The businesses that come out ahead will not be the ones scrambling in Q3 2027. They will be the ones who ran the numbers now.
